
Thom Brooks is the author or editor of more than 35 books and some 200 articles and chapters across citizenship, immigration, punishment and the ethics of governance. His scholarship is distinguished by its reach beyond the academy: informing the Law Commission’s simplification of the Immigration Rules, cited in the House of Lords inquiry that produced Settlement, Citizenship and Integration (HL Paper 13, 2026) and quoted by the Connecticut Supreme Court in the ruling that abolished the death penalty in his native state. Landmark works:
Punishment (Routledge, 2012; 2nd edition 2021). Develops the ‘unified theory’ of punishment, named by UK Research Councils among the Top 100 Big Ideas for the Future. The late Professor John Gardner of the University of Oxford, reviewing the work, judged its command of the literature ‘second to none’ and its related analysis of capital punishment was quoted approvingly by the Connecticut Supreme Court in State v. Santiago, 318 Conn. 1 (2015). Translated into Chinese (Shanghai People’s Publishing House, 2022).
Reforming the UK’s Citizenship Test (Bristol University Press, 2022). The only comprehensive independent examination of the Life in the UK test. His recommendations for reforming the test have informed three successive House of Lords committee interventions in 2018, 2022 and most recently the inquiry reported in HL Paper 13 (2026); the Government has committed to a new refresh of the test. New Arrivals: A Fair Immigration Plan for Labour (Fabian Society, 2022). Winner of the Jenny Jeger Prize; described by POLITICO as the first major pamphlet on Labour’s immigration policy in over a decade, with proposals included in the Fabian Society’s recommendations for the 2024 general election manifesto.
Becoming British: UK Citizenship Examined (Biteback, 2016). Described by Prime Minister Keir Starmer as ‘a very good and thought-provoking read’; reviewed in The Observer, The Big Issue and on US television.
The Trust Factor (Methuen, 2022). Two decades of writing on British and American politics; quoted in the House of Lords Queen’s Speech debate, 2022.
Hegel’s Political Philosophy (Edinburgh University Press, 2007; 2nd edition 2013). The systematic reading that anchors his standing in political philosophy, translated into Portuguese (2025); he is also author of the Stanford Encyclopedia of Philosophy entry on Hegel’s social and political philosophy and co-editor, with Martha C. Nussbaum, of Rawls’s Political Liberalism (Columbia, 2015).
